These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Cicero.  REQUEST FOR RELEASE OF FUNDS 

On or about September 24, 2026, the Town of Cicero will submit a request to the U.S. Department of Housing and Urban Development  (HUD) for the release of Community Development Block Grant Disaster Recovery (CDBG-DR) funds under Title I of the Housing and  Community Development Act of 1974, as amended, to undertake a project known as the 59th Avenue Sewer Repair Project for the  purpose of replacing the existing combined sewer with a new sewer designed to accommodate a 10-year storm event. 

The total project cost is $3,013,742, the entirety of which would be HUD CDBG-DR funds.  

The proposed 59th Avenue Sewer Repair Project would be sited within the existing South 59th Avenue right-of-way and would extend  from Roosevelt Road to 16th Street (see Appendix A). The existing sewer is located approximately 3.5 to 5 feet below ground surface.  The new sewer would be installed at depths ranging from 6 to 9.5 feet below ground surface, with an average depth of approximately 8  feet. Some lateral sewers would be installed at a depth of approximately 3.5 feet. The project would include approximately 3,180 linear  feet of pipe, consisting of 960 feet of 12-inch pipe, 980 feet of 15-inch pipe, 620 feet of 18-inch pipe, and 620 feet of 24-inch pipe. Ground disturbance within the existing right-of-way would be approximately 8 feet wide. Manholes and inlets would also be replaced  along the sewer line. 

FINDING OF NO SIGNIFICANT IMPACT 

The Town of Cicero has determined that the project will have no significant impact on the human environment. Therefore, an  Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project  information is contained in the Environmental Review Record (ERR) on file at the Town of Cicero Department of Housing; 1634 South  Laramie Avenue, Cicero, Illinois 60804 and may be examined or copied Monday-Thursday 8 A.M to 8 P.M. The ERR is also available  on the Town’s website at https://thetownofcicero.com/departments/cdbgdr/important-notices/ or on HUD’s website at  https://cpd.hud.gov/cpd-public/environmental-reviews. 

PUBLIC COMMENTS 

Any individual, group, or agency may submit written comments on the ERR to the Argelia Marquez, Assistant Grant Administrator for  the Town of Cicero Department of Housing, amarquez@thetownofcicero.com. All comments received by September 23, 2026 will be  considered by the Town of Cicero prior to authorizing submission of a request for release of funds. 

ENVIRONMENTAL CERTIFICATION 

The Town of Cicero certifies to HUD that Tom M. Tomschin in his capacity as Executive Director, Department of Housing, consents  to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review  process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA  and related laws and authorities and allows the Town of Cicero to use Program funds. 

OBJECTIONS TO RELEASE OF FUNDS 

HUD will accept objections to its release of fund and the Town of Cicero’s certification for a period of fifteen days following the  anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the  certification was not executed by the Certifying Officer of the Town of Cicero; (b) the Town of Cicero has omitted a step or failed to  make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development  process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of  funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is  unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required  procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD Region 5 at 77 West Jackson Boulevard, Chicago, Illinois  60604. Potential objectors should contact HUD to verify the actual last day of the objection period.
