Purpose of Amendment:

The Town of Cicero is proposing a Non-Substantial Amendment to its approved Community Development Block Grant-Disaster Recovery (CDBG-DR) Action Plan to reflect updates to the Housing and Planning programs. This amendment does not change the overall budget allocations for any program, as such there are no changes to Table 32: CDBG-DR Program Allocation and Funding Caps.

Summary of Proposed Changes:

Housing:

• Disaster Tie-Back Eligibility: Clarified disaster tie-back eligibility requirements by specifying that assisted properties must be impacted by the July 2023 federally declared disaster, that applicants must have applied for assistance with FEMA and/or SBA following the disaster or have a documented unmet need. Added that disaster tie-back may be established through FEMA, SBA, insurance, Town records, or other reliable documentation acceptable to the Town.
• Maximum Assistance – New Installation: Increase the maximum CDBG-DR assistance for new installations from $4,999.99 to $8,000.00 per eligible property.

Planning:

• Consolidate the Planning Program: Planning program will fund the Town’s Comprehensive Plan update and a Capital Improvement Plan. This revision does not change the total CDBG-DR allocation of $1,500,000, eligible activity of planning or the overall purpose of these funds, Table 34 has been updated accordingly.

All other Program requirements remain unchanged unless specifically identified in this amendment.

Basis for Non-Substantial Amendment

The Town’s approved Action Plan identifies a change in program benefit or eligibility criteria as a substantial amendment.

This amendment merely revises and clarifies the disaster tieback criterion of the Backflow Prevention Installation/Reimbursement Program and modifies the maximum amount of assistance available for new installations.  This modification and revision does not change the program benefit.
