REQUEST FOR PROPOSALS (RFP) FOR MEDIUM AND HEAVY-DUTY VEHICLE RECOVERY AND TOWING

I. PURPOSE OF THE REQUEST FOR PROPOSALS

The Town of Cicero, Illinois (the “Town”) is located approximately seven (7) miles west of Chicago’s loop, and is bordered by Interstate 290 and Interstate 55. Interstate 290 intersects with Interstate 294 west of the Town, giving residents from Chicago’s southern and northern suburbs, along with visitors from Indiana and Wisconsin, easy access to the Town. The Town is also easily accessible from Chicago’s western suburbs via Interstate 88.

The Town is a home rule municipality, governed by a full-time Town President, a Town Clerk and a seven (7) member Board of Trustees. The current Town President is Larry Dominick who was reelected in 2017 to a four (4) year term ending in 2021.

Currently, the Town operates its own in-house towing service. This service is utilized generally by the Town for both police and violations department (the “Departments”) directed tows. However, the Town does not have a recovery and towing service for medium to heavy duty sized vehicles that the Town’s trucks are not able to tow because of size, weight or volume. The purpose of this RFP is to select one or more “Respondents” who are familiar with State and Town statutes and regulations pertaining to this work and who possess the requisite experience, expertise and capability to provide these services to the Town:

Provide medium and heavy-duty vehicle recovery and towing services, including space to store these towed vehicles, twenty-four (24) hours per day, seven (7) days per week, including holidays; and

Ensure that any vehicle debris from towed vehicles resulting from the provision of vehicle recovery and towing services is promptly removed from the roadway.

▪ Provide space for storage of towed/recovered vehicles.

Upon selection, the successful Respondent shall provide said recovery and towing and related debris removal services in a prompt and courteous manner and in compliance with all local, state and federal laws, including, but not limited to the applicable provisions of the Illinois Vehicle Code and the requirements of the Interstate Commerce Commission. Vehicle owners shall be individually responsible for the fees associated with their vehicle tow.

▪ Adhere to all laws;

Provide medium and heavy-duty vehicle recovery and towing services twenty-four (24) hours per day, seven (7) days per week, including holidays, without regard to weather conditions;

Ensure that vehicle debris, including hazardous substances, broken glass, and metal is promptly removed from the roadway;

Perform all site cleanup, including small fluid clean up and unattached vehicle parts, ensuring that proper equipment, such as oil drying chemical, brooms and shovels are available on all responding towing vehicles.

▪ Store towed or recovered vehicle on Respondent’s property.

II. SCOPE OF SERVICES

The purpose of this RFP is to select one or more Respondents with the experience and capability to provide vehicle towing services for the Town. Services include, but are not limited to, furnishing all labor, equipment, and materials, including, without limitation, use of dollies, winches and/or additional towing vehicles or equipment necessary to perform operations in connection with the towing of medium and heavy-duty vehicles. Additionally, Respondent should have adequate space for storing said vehicles after they are towed from the Town. Specifically, Respondents will:

All Respondents shall designate a contact person in their proposal. Upon selection, the successful Respondent or Respondents if multiple proposals are selected, shall provide said recovery and towing and related cleaning services in a prompt and courteous manner and in compliance with all local, state and federal laws, including, but not limited to the applicable provisions of the Illinois Vehicle Code and the requirements of the Interstate Commerce Commission. Vehicle owners shall be individually responsible for the fees associated with their vehicle tow.

III. REQUESTS FOR CLARIFICATION

Respondents should address all communications to Barrett R. Marlar, Cicero Police Department. All questions or requests for clarification must be in writing, sent by mail, email to bmarlar@thetownofcicero.com or fax to (708) 222-8223 and must be received no later than 5:00 PM on September 19, 2018. The Town shall not be responsible for the delay in the transmission of any request for clarification or other communication. Answers to all questions and/or requests for clarification will be posted on the Town’s website and available to ALL respondents on September 24, 2018.

3.1 Deadline and Procedures for Submitting Proposals

A. Deadline

Proposals must be received by Barrett R. Marlar, Cicero Police Department (addressed as set forth in Section 3.1(B)) no later than 3:00 PM, local time, on October 2, 2018. Late Proposals will not be considered and will be rejected and destroyed. The Town will not be responsible for any delays in the delivery, receipt or handling of Proposals.

B. Procedures for Submitting Proposals

Respondent must submit one (1) original and five (5) copies in hardcopy format. In addition, Respondent must submit six (6) copies of the Proposals on a CD-ROM or flash drive in .pdf format. The original document must clearly be marked and must bear the original signature of an authorized agent. Respondent must enclose all documents in a sealed container. Proposals submitted via facsimile or electronic mail will not be accepted and will be rejected and destroyed.
