After the July 2023 storms, the Town of Cicero received more than $96 million in Community Development Block Grant–Disaster Recovery (CDBG-DR) funding from the U.S. Department of Housing and Urban Development (HUD). This funding will help the Town recover from the storms by paying for projects that reduce flooding and better protect the community during future storms.
The storms affected homes, businesses, roads, and public infrastructure throughout Cicero. They also showed that parts of the Town's drainage and sewer systems need improvements. To identify long-term solutions, the Town developed a Stormwater Management Master Plan. The plan identifies projects that improve drainage, reduce flooding, and strengthen the community against future storms.
Approximately $69.5 million has been set aside for three types of infrastructure improvement projects.
Estimated Funding: $30.98 million
Stormwater management projects are designed to reduce the amount of rainwater entering the combined sewer system during heavy rain.
These projects may include new rainwater storage and other improvements that help manage runoff, reduce pressure on the sewer system, and decrease the risk of flooding.
Estimated Funding: $26.5 million
The Town plans to repair, replace, and enlarge portions of the sewer system to allow it to carry more water during heavy storms.
These improvements will help reduce sewer backups, improve drainage, and better protect homes and neighborhoods during major storm events.
Estimated Funding: $12.52 million
Permeable alleys allow rainwater to soak into the ground instead of flowing directly into the combined sewer system.
The Town plans to install up to 35 permeable alleys in areas where they can have the greatest impact to help reduce flooding and improve rainwater management throughout the community.
