At the February 27, 2026 Town of Cicero Board Meeting, the Town approved a series of leadership transitions within the Cicero Police Department, marking both the departure of a longtime leader and the advancement of several officers into new command roles.

First Deputy Superintendent Luis Gutierrez announced he will be departing the Cicero Police Department to accept a new position with the Cook County Office of the Chief Judge as Administrator for Court Security Services, where he will oversee and assist with the safety and security of nearly 400 judges at 15 court locations throughout Cook County.

Gutierrez was appointed First Deputy Superintendent on August 1, 2018, and was responsible for overseeing the day-to-day operations of the Patrol, Investigative, Administrative, Special Operations, Telecommunications, and Community Services Divisions, supervising more than 180 personnel.

During his tenure, Gutierrez implemented several major initiatives that strengthened departmental operations and public safety, including a Strategic Plan, Critical Incident Mobilization Plan, Overdose Outreach Program, Illinois Department of Human Services Overdose Prevention Program, Honor Guard Program, and protocols related to the Pre-Trial Fairness Act, SAFE-T Act, and the COVID-19 pandemic.

Reflecting on Gutierrez’s service and the leadership transitions, Town President Larry Dominick, a former police officer, emphasized the importance of strong command leadership within the department.

“As a former police officer, I know firsthand how critical strong leadership is to the safety of a department and the community it serves. First Deputy Gutierrez leaves behind a legacy of professionalism, innovation, and service, and I thank him for his dedication to the Town of Cicero. These appointments ensure our Police Department remains strong, disciplined, and prepared to protect our residents,” said President Dominick.

Gutierrez’s distinguished career also includes serving as past President of the West Suburban Chiefs of Police and the Greater Cook County Council of Police Chiefs, as well as membership on the FBI Joint Terrorism Task Force. He is a graduate of the FBI National Academy, Session #237, and the Law Enforcement Executive Development Seminar, Session #81. Additionally, Gutierrez retired as a Lieutenant Colonel with the Illinois State Police, where he held leadership roles across numerous statewide divisions and special operations units.

Following Gutierrez’s departure, the Town Board approved recommendations from the Police and Fire Commission for the following appointments and assignments within the Cicero Police Department: Frank Diaz — First Deputy Superintendent of Police, Branislav Dragisic — Deputy Superintendent of Patrol, Luis Centeno — Commander of Police, Nino Scimone — Deputy Superintendent of the Detective Division

Officers Diaz, Dragisic, and Centeno were formally pinned by their wives during the Board Meeting in a meaningful ceremony recognizing their promotions and continued service. Nino Scimone was unable to attend the meeting.

Town officials noted that these leadership appointments reflect the Town of Cicero’s continued commitment to professional policing, continuity in command, and public safety for the community.

El Departamento de Policía de Cicero Anuncia Cambios de Liderazgo

Durante la reunión de la Junta del Municipio de Cicero celebrada el 27 de febrero de 2026, se aprobaron una serie de cambios de liderazgo dentro del Departamento de Policía de Cicero, marcando tanto la salida de un líder de larga trayectoria como el ascenso de varios oficiales a nuevos cargos de mando.

El Primer Subsuperintendente Luis Gutierrez anunció que dejará el Departamento de Policía de Cicero para aceptar un nuevo cargo con la Oficina del Juez Principal del Condado de Cook como Administrador de los Servicios de Seguridad de los Tribunales, donde supervisará y apoyará la seguridad de casi 400 jueces en 15 sedes judiciales en todo el condado.

Gutierrez fue nombrado Primer Subsuperintendente el 1 de agosto de 2018 y fue responsable de supervisar las operaciones diarias de las divisiones de Patrullaje, Investigaciones, Administración, Operaciones Especiales, Telecomunicaciones y Servicios Comunitarios, dirigiendo a más de 180 integrantes del personal.

Durante su gestión, Gutierrez implementó importantes iniciativas que fortalecieron las operaciones del departamento y la seguridad pública, incluyendo un Plan Estratégico, un Plan de Movilización para Incidentes Críticos, el Programa de Alcance por Sobredosis, el Programa de Prevención de Sobredosis del Departamento de Servicios Humanos de Illinois, el Programa de Guardia de Honor, así como protocolos relacionados con la Ley de Equidad Previa al Juicio, la Ley SAFE-T y la respuesta a la pandemia de COVID-19.

Al reflexionar sobre el servicio de Gutierrez y los cambios de liderazgo, el Presidente Municipal Larry Dominick, exoficial de policía, destacó la importancia de un liderazgo sólido dentro del departamento.

“Como exoficial de policía, sé de primera mano cuán fundamental es un liderazgo fuerte para la seguridad de un departamento y de la comunidad a la que sirve. El Primer Subsuperintendente Gutierrez deja un legado de profesionalismo, innovación y servicio, y le agradezco su dedicación al Municipio de Cicero. Estos nombramientos garantizan que nuestro Departamento de Policía se mantenga fuerte, disciplinado y preparado para proteger a nuestros residentes,” expresó el Presidente Dominick.

La distinguida trayectoria de Gutierrez también incluye haber sido Presidente de la Asociación de Jefes de Policía del Oeste Suburbano y del Consejo de Jefes de Policía del Gran Condado de Cook, además de haber sido miembro del Grupo Conjunto contra el Terrorismo del Buró Federal de Investigaciones (FBI). Es egresado de la Academia Nacional del FBI, Sesión #237, y del Seminario de Desarrollo Ejecutivo en Aplicación de la Ley, Sesión #81. Asimismo, se retiró con el rango de Teniente Coronel de la Policía Estatal de Illinois, donde ocupó cargos de liderazgo en numerosas divisiones y unidades de operaciones especiales a nivel estatal.

Tras la salida de Gutierrez, la Junta Municipal aprobó las recomendaciones de la Comisión de Policía y Bomberos para los siguientes nombramientos y asignaciones dentro del Departamento de Policía de Cicero: Francisco Diaz — Primer Subsuperintendente de Policía, Branislav Dragisic — Subsuperintendente de Patrullaje, Luis Centeno — Comandante de Policía, Nino Scimone — Subsuperintendente de la División de Detectives.

Durante la reunión de la Junta, los oficiales Diaz, Dragisic y Centeno fueron formalmente investidos por sus esposas en una emotiva ceremonia que reconoció sus ascensos y su continuo servicio. Nino Scimone no pudo asistir a la reunión.

Funcionarios municipales señalaron que estos nombramientos reflejan el compromiso continuo del Municipio de Cicero con la profesionalización policial, la continuidad en el mando y la seguridad pública de la comunidad.
